I'll agree that Insurrection isn't the best, but I still think Final Frontier is the worst, it's written like a bad fanfiction (look who wrote it). Think about it: Spock has a long lost half-brother who's small band of desert nomads that barely filled a shuttlecraft was able to overwhelm the best crew in Starfleet...come on that's farfetched. Plus traveling to the center of the galaxy in such a short time...it should take years, probably decades at warp to reach there because they're going to the other side of a quadrant. If it didn't take so long, Voyager wouldn't have had the problems it did.
