The chronology of post-Nero Vulcans

2258: the planet Vulcan is destroyed by the Romulan war criminal Nero, using 24th century equipment. Six billion Vulcans die in the disaster with some ten thousand surviving on starships and off-world colonies.
A mysterious old man, who calls himself "Uncle Selek" leads the survivors to the planet of P'Jem, the site of an ancient Vulcan shrine. Colony V is established.

In the outside world: The United Federation of Planets is prepared to fight a war against the Romulan Star Empire. Three Constitution class starships are given funding to be built to oppose the Romulan threat.

2259: The birth of the first child on Colony V, named T'Kelek. She becomes the symbol of Vulcan exile.
Colony V's first census registers 9875 persons. Approximately 150 persons are stationed on Federation member worlds, in the Klingon Empire and in the Gorn Hegemony as diplomats and merchants.

In the outside world: War with the Romulans successfully avoided after both sides acknowledge that the Romulan government did not know of Nero's actions.
In the Klingon Empire, a Colonel named Chang proposes a plan to conquer the weakened Federation. His plan is accepted by the High Command and two hundred D-class battlecruisers are ordered to be built for the upcoming invasion.

2260: The beginning of the new Vulcan calendar on Colony V. Years will be marked as A.V. (After Vulcan, Po-T'Khasi in Vulcan Language).
Capital City of Seleya built (with heavy Federation funding), consisting of a few pre-fabricated housing estates, a governmental district and a spaceport.

In the outside world: Starfleet intelligence reports the constructions of a Klingon Armada near Theta Hydrae. The Federation Council orders Starfleet to build a fleet of equal size. Plans for a future generation of starships, "Project Excelsior" is approved.

2261: Biologists and sociologists of Colony V draw the outlines of the possibilities for the Vulcan race. According to them, the traditional Vulcan way of life would only hinder the reconstruction of the Vulcan population. They propose the abandonment of the mental reproduction cycle of Pon Farr for a more rapid growth of population. They also consider the abolishment of the traditional Vulcan family and the establishment of collective communes (similar to Earth's Kibbutzim) to ensure the mixing of bloodlines for a greater genetic variety. These ideas are met with great repugnance by the Vulcan High Command and the overall population, saying that abolishing such basic principles would mean giving up their own Vulcan-ness.

In the outside world: two Constitution class starships are finished to join Constitution and Enterprise. Several smaller starships are under construction in land-based and orbital fleet yards including San Francisco, Archangelsk and Elizabethtown of Earth, Graahl and Hask of Tellar and Shellik of Andoria. This and the heavy funding of Vulcans puts a high strain on the Federation budget.

2262: The second major settlement of Colony V is constructed. Vantikar will be a predominantly agricultural community for the decades to come.
Tensions between pro-communal and pro-traditional people start to rise. They both claim to be representing the true future of the Vulcan race.

In the outside world: Klingon scoutships breach the Federation border and engage in skirmishes with Starfleet patrol ships.

2263: Maymora Station, the first orbital establishment of Colony V is constructed. It is given to the Vulcan people by the Caitian government as a sign of good will. Thus, the Vulcan race returns to space once again. They, however, possess only a handful of starships left, most of them heavily outdated pre-Federation relics of the 22nd century.

In the outside world: The Federation prepares for the upcoming war with the Klingons. Starfleet is, however, outnumbered two to one by the Klingon Imperial Navy, as according to intelligence reports.

2264: Colony V's provisional government is reformed under the new Vulcan Constitution. Interestingly, the governmental structure is similar to that of the Romulan Star Empire. The Vulcan Senate is headed by the elderly Selek, who is considered the second founder of Vulcan. The Senate requests for old surplus Starfleet ships to re-estabilish the Vulcan national defence force but their request is turned down by the Federation Council, saying that Starfleet will need all ships in the upcoming war with the Klingon Empire.

In the outside world: The Federation knows that by now, the war with the Klingons is inevitable.

2265: The first "familiar commune" is established on Colony V by a group of pro-communal Vulcans. They leave Seleya City to settle down in P'Jem's Haskalas region. The first children are born in the same year.

In the outside world: After the destruction of the USS Port-Au-Prince by Klingon warships, war breaks out between the United Federation of Planets and the Klingon Empire. In the first months, a dozen Starfleet ships are destroyed and the border planets of the Federation fall to the Klingon advance.

2266: Colony V, still a member of the Federation, decides not to join the war due to inefficient war capabilities and for that their species is already on the brink of annihilation. However, they mount all their remaining starships to form a defence grid around P'Jem. They don't even have the capacity to extend the grid to any other planets within their solar system. The elderly Chairman Selek dies in this year. His funeral is marked by the most emotional (!) Katralar Fi-Salan ritual in known Vulcan history. Vulcan Elder Sulan is elected as new Chairman of the Senate.

In the outside world: Klingon advance forces reach Andoria, where they meet heavy losses by the Andorian Home Guard. With a surprising move, a small flock of Federation starships, led by the USS Enterprise, move beyond enemy lines, cutting off the Klingon advance fleet from the main fleet.

2267: Due to Colony V being dangerously close to Andoria, and thus the front line, the Vulcan Senate decides to unilaterally abolish the "Treaty of Mutual Co-Operation with Former Members of the Coalition", the treaty which made Vulcan a member of the Federation. Thus, Colony V secedes from the Federation. In the same hour of their Declaration of Independence, they send an open subspace message to Qu'Nos signalling their neutrality in the war. The Klingon Chancellor personally accepts this but vows that the war against the Federation will continue.

In the outside world: As the war rages on, the Federation cannot do anything against the Vulcan Secession. Vulcan Embassies are re-opened on Earth, Andoria, Tellar and Alpha Centauri. The Klingon Main Fleet reaches the Eridani system, former location of the Planet Vulcan. As a sign of good will, they declare the system as "the soil of the independent Vulcan nation". No permanent Klingon forces are stationed in the Eridani system. One major battle, the Battle of T'Khut is fought in the debris field of Vulcan. The Klingons claim this battle to be "the aggression and arrogance of the Federation" for "violating the territory of an independent political entity", thus using it to justify further advance toward Earth.

2268: On the tenth anniversary of the destruction of Vulcan, Chairman Sulan officially renames P'Jem as Homeworld V. With no funding from the Federation, the economy of Homeworld V is dangerously destabilised. Maymora Station is closed for an undetermined time to spare resources. Many inhabitants of Seleya move to Vantikar to become farmers. Self-sustaining commune flourish in Vantikar and Haskalas.

In the outside world: The Klingon Main Fleet reaches Earth. Humanity, fearing that Earth will become "a second Vulcan", make the final stand. The Earth defence fleet, led by the USS Enterprise and consisting of not only Earth Starfleet ships but vessels under non-Terran command, inflict a crippling blow upon the Klingon fleet. Starfleet slowly starts to  push back the Klingons toward the border.

2269: With the war coming to an end, Vulcans prepare to deal with the effects of their secession two years ago.

In the outside world: After the Battle of Sherman's Planet, which devastates both sides, peace talks begin between the Federation and the Klingon Empire. Neither side claims victory and the war ends with status quo ante bellum. Both side's economies suffer from the effects of the war.

2270: Homeworld V sends her diplomats to Earth where the Treaty of Vulcan Secession is formally signed. According to the treaty, Homeworld V can form a right to all colonies which Vulcan had before joining the Federation in 2161, but not the ones after becoming a Federation member world, due to those colonies being "Federation settlements".

In the outside world: The Federation begins the slow recovery from the war. Monetary infusions are given to Andoria and Cait, who suffered the most during the war. Starfleet suffers budget cuts and several warships are mothballed. The Constitution class becomes the only heavy cruiser type to survive and begins new exploratory missions.

The 2270's: Homeworld V is now recognized by the Klingons, the Federation and the Gorn Hegemony. Her economy is still unstable and the general idea of self-sustaining peaks in this decade. The children born in the previous decade are now slowly becoming adults and usually prefer communes over traditional tight-knit families. The concept of pure logic is not abandoned but is less strict over the society now that an entire generation must live as exiles and mourn their lost home, and their children are considered by many to be the "alien trash of the galaxy".

In the outside world: The Cardassian Union with its scarce natural resources but great and ancient culture, sends in a petition for Federation membership. The petition is accepted in three years and within the decade, Cardassia and other Federation worlds help each other to overcome the other's difficulties. Cardassia, however, faces a coup d'etat by the military but the conflict is resolved and Cardassians never become a militaristic nation.

The 2280's: Homeworld V is now recognized by all major powers in the Alpha and Beta Quadrant. According to the Census of 2285, Homeworld V's population is now 15847. Several small communal villages are built in this and the previous decade. The Vulcans are generally absent from the main events of the galaxy.

In the outside world: The USS Excelsior is launched and breaks the Tanswarp barrier. Exploratory missions are organized to reach the Andromeda galaxy in the next decade.

The 2290's: Homeworld V's economy is stabilised through strict methods of self-reliance. By now, the new generation is mostly pro-communal while the elders still favour the traditional family model. Pon Farr is only practiced by the older generation.

In the outside world: The Andromeda Exploration Fleet arrives to the Andromeda Galaxy and establishes a permanent settlement on an uninhabited M-class world. First contact with and Andromedan species by the USS Enterprise-A, under the command of Commodore James T. Kirk.

The 2300's: The Vulcans return to space once again. Maymora Station is re-opened and upgraded and becomes a trading port. The second orbital installation, Nevasa Starport is opened. This station also serves as the construction yard for the first Homeworld V starship, the Selek class.
Old Vulcan colonies, officially under Homewolrd V control but uninhabited, are re-settled by some communes who are opposed by the elders for their "non-Vulcan lifestyle".

In the outside world: The Federation-Klingon Non-Aggression Pact is ratified. This pact helps to overcome the tension which lingered for decades after the war.

The 2310's: The Vulcans slowly make their presence felt again in the galaxy. After decades of bitter isolation, they return as a toughened, but still logical and level-headed species. Other races note that they now lack the traditional Vulcan arrogance which characterised them in the 22nd and 23rd century.
Homeworld V has now a population of 50000 with some 2000 Vulcans living on colonies. As the new generation becomes dominant, the commune-based form of life begins to overtake the place of the traditional family, as the primary family model.

In the outside world: Bajor ad Tholia joins the Federation.

The 2320's: The Romulan Star Empire renounces her acceptance of Independent Homeworld V and claims its territories as "the home of /their/ Rihann-esque relatives". Vulcan fights the Two Years War and holds the line till a new regime emerges after a coup d'etat on Romulus and puts end to hostilities.

In the outside world: The Federation decides to remain neutral in the conflict for two reasons. They do not want to provoke the Romulans for a war and they want the Vulcans to feel being left alone, for many Federation citizens felt that the Vulcans betrayed them in the Klingon War.

The 2240's: Vulcans acquire Transwarp technology through trade. The population of Homeworld V is around 80000.

In the outside world: The Ambassador class starship is developed to replace the aging Constitution class. Excelsior class starships will remain in active service for the upcoming five decades as the workhorses of the Transwarp Fleet.

The 2250's: Homeworld V mourns the 100th anniversary of the loss of Vulcan. The Monastery of P'Jem, where the surviving fleet arrived a century ago, is being given the status of a protected landmark. Communes of 25-30 Vulcans are now the predominant family model on Vulcan colonies and even on Homeworld V. Some elements of the traditional Vulcan culture are either lost or found obsolete. While logic still remains important, the pure logic of Kohlinar is practiced only by the elderly.
Homeworld V now has twenty orbital facilities ranging from trading ports to defence platforms. T'Khut, the main Vulcan colony celebrates the 40th anniversary of re-colonisation by setting up their first orbital spaceport. The Vulcan Interstellar Fleet is divided into the National Defence Fleet and the Exploration Fleet as for Vulcans begin their exploratory missions anew. The first Vulcan-built Transwarp starship, the VS Bezun-lar T'Khasi is built.
Surviving a century of exile, decades of isolation and two years of war, the Vulcans are now seen as the symbol of endurance and new hope. Although they are small in numbers, they compensate this by their wisdom and toughness. Nobody considers them an endangered species anymore.

The outside world: After almost a century of grudge against the Vulcans, the United Federation of Planets calls for talks. They are ready to treat Homeworld V as an equal and are planning joint Federation-Vulcan exploration missions. Although Homeworld V never joins the Federation again, they are bound for a common future of mutual understanding and harmony.
My idea on how theeffects of Star Trek XI affected the remaining Vulcans and the Federation

Expanding this timeline out further, what would be the consequences of an independent Vulcan as it relates to the Dominion (surely the wormhole is still discovered after a fashion)? Imagine the potentially devastating consequences of a non-aggression treaty that allows Dominion to stage forces in Vulcan colonial territories; a Dominion stronghold within striking distance of Earth...
