 This of course came about as a result of Federation, Proxima, Yamamoto, and Ares class commanders docking their ships wherever the hell they wanted. Dreadnaught and Battleship commanders can be dreadfully arrogant.

 Though this did bring about the rather nasty argument in 2284 about whether Dreadnaught or Battleship types could be called lesser, not to mention some pretty nasty repercussions when the U.S.S. Nashua (NCC-2522) was vandalized with silly string sprayed into all her phaser emitters and torpedo tubes.
