What would make more sense with this battle would be that the first torpedo the Duras sisters fired was set to the Enterprise's shield modulation and not only got through but also damage the shield array and caused them to fail. Then Worf saying: "That first shot somehow got through our shields and disabled them. I can't get them back up." The rest of the battle still playing out the way it did. It may have only been a bird of prey but without shields even a Galaxy Class is at a disadvantage. A Bird of Prey is a warship and despite it's small size is a rugged and sturdy design that can still take hits and dish out plenty of firepower. Same thing with Defiant Class and the Romulan Bird of Prey.
